Market access
Malaysia: what the market requires
Malaysia is the one market in this set where the requirement is a named certificate with a named enforcement date and named penalties. Aluminium windows and aluminium framed sliding doors have sat in the fourth schedule of CIDB Act 520 since 2022, and the standard compliance certificate has been mandatory since 1 September 2023. A shipment that arrives without it is not a paperwork problem.
The documents that govern the order
MS 832:2022 — Aluminium alloy windows, specification (second revision)
Published in the Government Gazette on 6 October 2022 and listed in the fourth schedule of CIDB Act 520. The standard specifies materials, construction, finishes, hardware and performance.
MS 1017:2022 — Aluminium framed sliding glass doors, specification (second revision)
Published the same day and listed in the same schedule. Its scope is worth reading before a door is quoted: it does not cover sliding folding doors, mechanically operated sliding doors, panels wider than 1 500 mm or taller than 3 000 mm, full-height perimeter sliding doors, or heavy-duty non-residential sliding doors for garages, showrooms and shopfronts.
PPS — Perakuan Pematuhan Standard (standard compliance certificate)
Mandatory for aluminium windows and aluminium framed sliding doors since 1 September 2023. Before the 2022 revisions were listed, only the safety glass and the aluminium profile needed certification; finished units now have to be certified against MS 832 and MS 1017 in their own right.
What enforcement looks like
The CIDB announcement on enforcement lists the violations and the consequences together. They are worth quoting because they set the tone of the market: stop-work orders, destruction of non-compliant product, fines from RM 10,000 to a maximum of RM 500,000, and revocation of the PPS certificate. The listed violations include not holding a PPS, products without labels, non-compliance with the standards, non-compliant label stickers, and misuse of a certification body identifier.
For a supplier this means the label is not decoration. A unit shipped to Malaysia carries a label that has to match the certificate, and the certificate has to match the standard.
Who does what
Malaysian importer or manufacturer
Applies for and holds the PPS certificate.
Manufacturer
Has the finished unit certified against MS 832:2022 or MS 1017:2022 rather than relying on component certificates.
Certification body
Assesses and issues; the label on the unit carries its identifier.
Before the crate is closed
PPS certificate
Held by the local importer or manufacturer, and the document a site inspection asks for.
Test evidence against MS 832 or MS 1017
For the finished configuration, not for the profile and the glass separately.
Label matching the certificate
A unit whose label does not match is a listed violation, not a detail.
What circulates, and why it is wrong
Certified profile and certified glass means a certified window
That was the position before the 2022 revisions were listed. A finished unit now has to be certified against the standard in its own right.
MS 1017:2022 covers every sliding door
It explicitly excludes sliding folding doors, mechanically operated sliding doors, oversized panels, full-height perimeter doors and heavy-duty non-residential doors. A lift-and-slide or a folding door is outside its scope and has to be discussed as such.
What buyers ask
Who holds the PPS certificate, the exporter or the importer?
The Malaysian importer or manufacturer applies for it. An exporter cannot hold it on their behalf, which is why the certificate question belongs in the order conversation rather than the shipping conversation.
Does a lift-and-slide door fall under MS 1017:2022?
Not automatically. The standard excludes mechanically operated sliding doors and panels beyond the stated size limits. A lift-and-slide is normally discussed against its own performance case, and the scope question has to be settled before the unit is specified.
What happens if a shipment arrives without PPS?
The consequences are published: stop-work orders, destruction of non-compliant product, fines from RM 10,000 up to RM 500,000, and revocation of an existing certificate. The exposure sits with the party holding the certificate, which is the local importer or manufacturer.
Is the certificate a one-off?
No. It is held and maintained, and the label on the unit has to keep matching it. A change of configuration, finish or glass build is a change to what was certified.
